UNIVERSITY STUDIES IN ARGENTINA/
Since 1991, the Ministry of Education of Argentina (www.me.gov.ar) offers foreign students a limited number (quota)of places at a national (state-funded) university in Argentina in order to complete a full university degree, with the same tuition benefits accorded to national students (Resolution 1523/90). This possibility only applies to undergraduate university degrees (2-5 years duration) and once the degree is given, the Diploma will carry a legend that says “Graduated in accordance with the special regime established by Resolution 1523/90, therefore are not enabled to practice this profession in the Argentine Republic, except by express authorization of the Ministry of Education”. This procedure only highlights the fact that the study opportunities offered are not an automatic opening to the job market in Argentina.
Students participating in the benefits of Resolution 1523/90 will be able to remain in Argentina for the duration of their studies with a Temporary Student Visa (renewable yearly in Argentina). This visa is for full-time students only.
University studies in Argentina start in March/April of every year and end in the month of December. The quota for foreign students is established on a yearly basis (in October-December) by each national university in Argentina and informed to the Ministry of Education, which in turn informs the Argentine Embassies and Consulates abroad. Please note that foreign students benefiting from the conditions of Resolution 1523/90 are not exempted from the entrance requirements established by a national university and if there is an entrance exam (“examen de ingreso”), they will have to give it. If they fail to pass, they will not be able to continue their studies in Argentina under this program.
At a Consulate a student may receive information concerning the updated implementation of Resolution 1523/90 and the education system in Argentina. He may also request to be pre-registered for a place in a particular university program of studies. Once the different national universities have informed the places available to foreign students for a given year, usually in October-December, the student will know if and where there is an opening for his/her choice of studies. The Embassy of the Argentine Republic in Ottawa (www.argentina-canada.net) will consider the merits of all the pre-registered students and assign them the corresponding “vacante” or slot, on the basis of the “cupo” (quota) or number of places for students assigned to Canada. Once the quota or “vacante” has been green-lighted by the Embassy, the student will be given a document to that effect that will enable him to apply for his student visa. Only Consulates can issue visas.
Students living in the Ottawa region can pre-register for a “vacante” directly at the Embassy of Argentina. Students living in the following provinces: Quebec, Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador, must present their requests to the Consulate General of Argentina in Montreal ( www.consargenmtl.com ).

Depuis 1991, le Ministère de l’Éducation de la République Argentine (www.me.gov.ar) offre à un nombre réduit d’étudiants étrangers, la possibilité d’étudier une course universitaire dans une des universités nationales du Pays (soutenus par l’État argentin), dans les mêmes conditions de frais scolaires que les étudiants locaux (Resolution 1523/90). Cette possibilité s’applique seulement pour les courses universitaires de base d’entre deux a cinq ans de durée (et non pas pour les maîtrises ou doctorats). Une fois obtenu le titre/diplôme, celui-ci portera les mots suivants « Diplômé dans les conditions établies par la Resolution 1523/90, donc ne peut pas exercer son métier en Argentine, sauf par autorisation du Ministère de l’Éducation ». Cette procédure met en relief que les opportunités qu’offre la Resolution 1523/90 n’ouvrent pas les portes au marché du travail en Argentine.
Les étudiants qui participent au programme de la Resolution 1523/90 peuvent rester en Argentine pour la durée des études avec un visa d’étudiant (visa temporaire), qui peut se renouveler à chaque année en Argentine. Ce visa est seulement pour les étudiants à temps plein.
En Argentine, les études universitaires commencent en mars/avril de chaque année et finissent au mois de décembre. Les places disponibles, quota ou quote-part, pour les étudiants étrangers sont établies chaque année en octobre-décembre, par chacune des universités nationales. Le Ministère de l’Éducation de la République Argentine fait parvenir aux Ambassades et Consulats argentins à l’étranger les places disponibles. Prenez note que les étudiants étrangers qui reçoivent les bénéfices de ce programme d’études doivent suivre les formalités d’entrée établis par l’université nationale, c’est à dire que s'il y a un examen d’entrée, l’étudiant étranger doit le passer. S’il rate un examen d’entrée, il ne pourra pas continuer ses études dans ce programme.
Dans un Consulat argentin l’étudiant peut recevoir les dernières informations sur le programme d’études de la Resolution 1523/90 et sur d’autres questions concernant l’éducation en Argentine. Il peut aussi demander de s’inscrire d’avance pour une place. Les places dans chaque cours universitaire seront disponibles à partir des mois d’octobre-décembre. L’Ambassade de la République Argentine à Ottawa (www.argentina-Canada.net) fait la sélection finale des étudiants qui se sont inscrit dans les Consulats, octroyant des places (« cupos »)en fonction de la quota des places disponibles pour les étudiants au Canada. Une fois ayant obtenu la place définitive ou « cupo », l'étudiant peut demander son visa d’étudiant (Le visas sont delivrés par les Consulats seulement)
Si l’étudiant étranger habite dans la région d’Ottawa, il peut demander son inscription d’avance pour une place à l’Ambassade de la République Argentine, s’il habite au Québec, Nouvelle Écosse, Nouveau Brunswick, Ile du Prince Edouard, Terreneuve et Labrador, il doit se diriger au Consulat Général de la République Argentine à Montréal, (www.consargenmtl.com)
